I am trying to follow your steps and I am running into technical
problems while creating an account at <
http://extensions.openoffice.org/>. The system keeps reporting "Unable
to send e-mail. Contact the site administrator if the problem persists."
I think the account has been created without sending me a password. As a
result, I cannot log in. Could you, please, look into it. My user name

If you do 1 and 2, I can surely do 3.
Basically, you have two options: if the extension works unmodified on
OpenOffice 4.0.1, you don't even need repackaging. Just register for
http://extensions.openoffice.org/ create an extension project there
(put proper credit for the authors of course) and upload a release.
Otherwise you may need some small repackaging for OpenOffice (no
rocket science, just editing some text files) and we can surely assist
you with it. For obvious reasons, we prefer that dictionary extensions
are maintained by native speakers.
When the extension is on the Extensions site I can make sure we bundle
it with the Lithuanian version.
