Well, I think it's easier if you start from an already packaged
extension like
http://extensions.openoffice.org/project/dict-it
You must simply unzip the OXT file and edit the description.xml file.
Some adjustment will be obvious, feel free to ask about the other ones.
The extension ID is something that you invent. Do not reuse the one I
am using for the Italian dictionary! But you can use it as a template,
even though we don't have strict rules about this.
I am trying to follow your steps and I am running into technical

It must have been a temporary glitch, since it works for me. I can get
a new password using http://extensions.openoffice.org/en/user/password

project page for the Lithuanian dictionaries as per your suggestion. You

The extension is not published yet as it is an administrator's
prerogative to do so. I couldn't find a way to upload the OXT file to
the AOO server, though. All I could do is provide a link to the source
<extensions.libreoffice.org/extension-center/lithuanian-spellcheck-and-hyphenation-dictionaries>.
Bundling the dictionaries with the upcoming AOO 4.1 would be very helpful.
