I have located the project page of the Ispell dictionary for Lithuanian
(LT) <https://launchpad.net/ispell-lt>. The files available on that page
are not packaged as OXT. What is the technical procedure for OXT packaging.

If you do 1 and 2, I can surely do 3.
Basically, you have two options: if the extension works unmodified on
OpenOffice 4.0.1, you don't even need repackaging. Just register for
http://extensions.openoffice.org/ create an extension project there
(put proper credit for the authors of course) and upload a release.
Otherwise you may need some small repackaging for OpenOffice (no
rocket science, just editing some text files) and we can surely
assist you with it. For obvious reasons, we prefer that dictionary
extensions are maintained by native speakers.
When the extension is on the Extensions site I can make sure we
bundle it with the Lithuanian version.
