Sorry, I missed the start of this thread, but I guess you're saying that the phones work perfectly when you directly connect them to a line, and they work when you call on the intercom, but not when you dial "9" to make an outside call. This is probably an impedance mismatch or pad issue. I'd check in the 990's for the pads to make sure that they are NOT turned on.
