Nitin:
Very simple. The one thing you didn't do is measure line voltage.
Panasonic provides 24Vdc for talk battery on SLT's. The C.O. lines are 48Vdc.
So,
your talk level will be 1/2. Try finding a SLT that is less sensitive to the
voltage. Very old SLT's will have this problem as they were designed for
48Vdc talk battery. Try a Panasonic SLT, such as a KX-TS500.
