Steve, you're confusing two things. The approx. 48VDC from COs and approx. 24VDC from PBXs is _idle line voltage_ -- the voltage when phones are on-hook and there is no ringing.
Talk Battery voltage is much lower, typically 6 - 10 volts depending on the system, and there is not much talk voltage difference between a PBX and a CO circuit. You can make an intercom using two old 500 sets, a coil, and even a 1.5V battery -- much less than 48V. Michael N.
