If I understand you correctly...

Office has a 308, but employees are calling from home phones.
Is that correct?

If so, the 308 can not handle 20 DISA users.

Have your customer set up a VONAGE service at each home.
This way he can see the SMDR from his office as soon as they hang up.
All he does is log onto the web site and can see if the employees are making
calls during the day.
Also he just pays a flat $24.95 per month with unlimited usage.
This will cap his call cost exposure and also track the employees
performance.
