The problem sounds like CALL FORWARDING is not set up on each phone.

Each phone should have  INTERCOM   FWD/DND   5   165 (if 165 is the VM ext
and a TD system) turned on so when a call is busy or no answer, it will go
directly to the mailbox.  No need to fool with changing routing defaults in
the tvs.
