One way is to get everyone onto the same phone carrier (may require new 
phone lines for some if they don't want to leave their present carrier)

Some carriers will be able to link the accounts and provide that service of 
logging every call. You would have to research the carriers and the options 
they offer.

Of course, you would then be getting all the bills, but you could have 
better control.

Otherwise you would probably have to have some kind of computer logging 
system at each home, that could monitor the calls and provide a file to be 
emailed back to you.  The could be more expensive to implement, I don't know 
any names of such a logging system off the top of my head but they probably 
exist, - more research needed there.
