Another issue that I discovered after sending the message is that it
requires a ground plane with a minimum diameter of 36". If I go behind the
seat, there is no flat place that will accommodate a 36" in diameter ground
plane.

Dan,
I have the same ELT as you. I also have the comm antenna installed in my
vertical stabilizer. I also have a 36" flat ground plane. Plus I am more
than 3' from the comm antenna. Your ground plane does not have to be a solid
diameter of metal. What I did was to take two 36" x 1" x 1/16" pieces of
aluminum flat bar and make an X with them and drill the antenna hole at the
cross and install the antenna there. Two legs of the ground plane are
attached under the shelf just behind the seat as far forward as possible and
spread as wide as possible. The two legs reaching rearward are attached
(floxed) to one of the cross members at the longerons. Where is your comm
antenna?
