In all, I find that if you're going to make eye contact at all, might as
well add a smile.  That helps take some of the disconcerting edge off for
the receiver, and often inspires a similar (though sometimes delayed)
response.  Have you ever had someone just randomly smile at you as they
passed you on the sidewalk, male or female?  If it's a sincere, open smile,
it usually catches me  off guard, then makes me smile to myself for at least
15 minutes afterwards.


I do think it is harder for women both to make with and receive eye contact
from strangers, though.  Darned that culturally-influenced self-preservation
instinct.
