Adding something like this to a charter implies that it is not typical for IETF protocols to be able to scale.

And since scaling is pretty much always an IETF concern, the question is why it needs mentioning here?  I'm not clear what the motivation is.

Also, used as a generic reference, as it is here, it is ambiguous.  There are many different attributes that might or might not be scalability.  Especially for a service like DKIM that involves many different, independent parts.

So, when the work is done, how will successful satisfaction of this requirement be tested?
