your MTA will already have a setting for the max number of recipients
per outgoing message, in Exim it's the max_rcpt value in the smtp
transport   viz: the coding required for this is trivial

I was not suggesting that everything was in a library, and it is quite
possible (in fact I would say very likely indeed) that you cannot just
re-program your MTA using existing parameters/APIs

I am not sure that Agile and bake-offs will work well together -- are
you proposing some change to the WG Charter to require that ?
