You are not limited to 85 Linux instances with KVM in the picture.

KVM is not PR/SM. PR/SM is always "boss." Everything, including KVM, runs
within an LPAR.

On a single z System you can define 1 LPAR, or (on the z13) up to 85 LPARs,
or any number in between. After that, within each LPAR running KVM, you can
define from 1 virtual machine up to whatever maximum number of virtual
machines each KVM LPAR can support from a resource point of view.
