Let's try to make a short list of programs. In my experience ordinary wikis will fail because they quickly get out of control unless they are managed -- which is an unwanted overhead. I suggest taggable free submissions that can be organized post-factum using something to scan the contributions automatically. I like the ability to vote on the code too. Jessica had some suggestions, and we will discuss it here in Oslo.
