I'd be willing to administer an "index" page of Cfengine configs, pointing to people's wiki's, github or SVN repos, or websites/blogs. This would be more useful/accessible to the community if hosted on or at least linked from cfengine.org.
This would give a (practical) mix of centralization and decentralization. I'd differentiate "official" Cfengine policies (posted on cfengine.org/.com) from "contrib" ones.
