Think that initial activation gesture will only work on places like initial
startup/setup screen of like first boot, which I think would also occur
after you'd done something like a factory reset, so, while still not sure if
you can always, easily just get talkback to start working from scratch, by
yourself, for real, there are other ways to work on parts of issues,
etc...<smile>
As in, another gesture that might work on some models is to draw a sort of
clockwise rectangle around the edge of the screen after it's booted up, but,
I haven't managed to get that working on an android 4.1 unit that
tested/tried it out on, but, again, this might only work on initial boot-up
screen, and didn't try it there as such.
Some guys have also been playing around with using google's own voice
command app, google now, or google plus, or something like that to try turn
talkback on/off, but anyway.

Thanks for the info. I heard that There was an easy way to disable and
enable Talkback on modern Android devices, and it is nice to have that
confirmed. I also heard with Android 4.3 and higher a person is
suppose to hold down two fingers on the home button when the device is
turned on and it will come up talking with Talkback too. So it sounds
like Android is definitely slowly but surely catching up with iOS. It
will probably just take a year or two to fully close the gap. I've
been hearing KitCat will be very good accessibility wise once it
begins shipping on devices.

you can easily enough turn talkback and explore by touch on and off using
the talkback global context menu - standard gesture of drag down and then
swipe right invokes it, and then moving around screen, generally on top
left
is suspend talkback, and the default reactivation then occurs after you
lock
and unlock screen again, but, you can also change that setting in
talkback
settings.
