How about removing tax credits for dependents.   And do more to indoctrinate 
people to have more fears than hopes, because judging from Ed’s remark, they 
are badly calibrated to reality.   And raise taxes across the board to fund 
schools so that the kids do in fact leave and don’t make the same mistake.   
Depopulate parts of this country where it is just not going to work out.   
Canada is doing it.    Or conversely, pay them to come.
