Probably has a salvage title and Tesla wants 10,000 to get it back to none 
salvage state. Far as I can tell all Tesla did was bar them from Superchargers. 
I don’t see why it L1 charger wouldn’t work nor is there any reason he couldn’t 
use a L2 charger like everyone else who doesn’t own a Tesla and some Tesla 
models come with the SAE fast charge port. This story sounds fishy to me.
