Then there's no out-of-band (by your use of the phrase) distribution of trust anchors today. I think it's fair to say that your understanding of the phrase is not universal, incidentally, in age where the Internet provides transport for phone calls, text messages, television, radio, ad proofing in newspapers, and even postal mail.
