Hi all,

I think we should actually look at the target dates vs just looking at the
release length. 3.9 is an August release. I suggest we aim for a November
release for 4.0, which is 3 months (instead of 4). Why? Because December is
a tricky month given holidays and all. And it gives us a buffer for release
delays that still allows for a 4.0 in 2024.
