That comment about assuming we will have a surplus is not safe at all. With credit (loan from Debian, and Le Camp supposedly agreeing to a final payment after DebConf), there is nothing to prevent overspending (even if only by a small margin). If DebConf13 has the same, not 60, that cuts 15k CHF from the budget you have presented. Also, less professional attendees is not a linear reduction in cost: at some point, the minimum 5,000 CHF per day kicks in.
