That comment about assuming we will have a surplus is not safe at all.

With credit (loan from Debian, and Le Camp supposedly agreeing to a
final payment after DebConf), there is nothing to prevent overspending
(even if only by a small margin).

If we want some hope of enforcing a surplus, then the contracts all need
to exclude any post-pay arrangements.

You stated the budget was "Not including speculative sources of income"

Yet Ana's email on professional fees suggest that 60 professionals is
speculative:

The last three DebConf's had 36, 35 and 31 professional attendees.  If
DebConf13 has the same, not 60, that cuts 15k CHF from the budget you
have presented.

Also, less professional attendees is not a linear reduction in cost: at
some point, the minimum 5,000 CHF per day kicks in.  So the revenue may
not be there, but we would still be paying as if those people were present.
