FWIW A trick I used to address a worn inserts in a rudder tube on a Cat-27 I
had long ago was to buy a plastic 'for sale' sign at a big box store.
trimmed so it would rollup around rudder shaft and slide down rudder tube as
far as it would go.   Material was just thick enough to address slop and
lasted for years......

Check the rudder tube carefully. I am pretty sure that I can see plastic
inserts at the top and bottom of the rudder tube in your photos. On my
Viking 28 these plastic inserts were worn and the rudder was sloppy. The
inserts should pull out of the rudder tube...they are friction fit only. You
can get new inserts made with a tighter ID to take any excess play / slop
out of the rudder. Worked great on my old V28. My rudder looked exactly the
same as yours around the shaft. I removed a bit of material in a "V" around
the shaft and resealed this with epoxy. Rudder was fine for 5 - 6 years
until I sold the boat.
