Danny,

Check the rudder tube carefully. I am pretty sure that I can see plastic
inserts at the top and bottom of the rudder tube in your photos. On my
Viking 28 these plastic inserts were worn and the rudder was sloppy. The
inserts should pull out of the rudder tube...they are friction fit only. You
can get new inserts made with a tighter ID to take any excess play / slop
out of the rudder. Worked great on my old V28. My rudder looked exactly the
same as yours around the shaft. I removed a bit of material in a "V" around
the shaft and resealed this with epoxy. Rudder was fine for 5 - 6 years
until I sold the boat.

Okay,

I removed the rudder today.  It does not weigh much at all,

There are no bearings.  It is just a fiberglass tube that fits tightly
around the 1-7/8" shaft.  There were just 2 - 4"x1/4" nylon(?) washers
between the pin that holds the rudder in place and the aluminum flange
fitting in the cockpit.

It really is just hung there.  I couldn't help but to think that a SS washer
on top of the 2 nylon(?) washers would be a good idea.  It was apparent that
these washers had been switched around a few times by the marks from the pin
on both sides of both nylon(?) washers.

So my thoughts ar maybe to just re install it and add a big 'ol fender
washer for the pin to rest on.

However, my only concern is what the stainless shaft looks like inside the
rudder...

Danny, your rudder looks quite normal to me. Seems to me that you have two
choices:  tear it apart to see if there is damage inside or assume it's ok
and stop worrying. You might find someone who could X-ray it for you.
Personally, I'd lube the bejesus out of the shaft, clean the interior of the
tube, put it back together and go sailing.
