I have these as well.  Bought them because they were cheap and if went
overboard wont break bank.  yes they float.  I have dropped one over in
a race and watched it float away.  Never saw it again.
 
If it were a $129 one touch Lewmar style handle and suppose one of those
floated I would go back for it - race or not.  If not racing I have gone
back for ball caps so I would also get the $54 floating Titan.  I dont
think they make a floating version of the one touch handle though so
point is moot
