On that old of a machine you will want to stick to a PS/2 keyboard.  A
USB mouse should be fine (though it will not work through an RS-232
A/B switch).

Serial mice have always required some manual config (even on Windows)
and are not worth the effort IMO.

I am not sure why the keyboard is not working, you might want to try
shutting down the PC, then re-seat the PS/2 connector.  A USB keyboard
will work except in the BIOS and likely not with GRUB either due to
the limitations of the BIOSs of the time.  You should be able to hot
plug a USB keyboard to allow you to nicely shut down the computer.
