Does the keyboard work in the BIOS?  If so does it work within GRUB?

The mouse is not all that surprising since serial mice have not seen
wide use in a very long time (the last one I saw was back in 1994 or
1995 on my parents 386 based Windows 3.1/DOS 5 computer that was
already considered to be outdated).

I am not sure what is wrong with the keyboard.  What are the details
about this computer?  What are the ports that it has on the back?  Are
we sure that the keyboard actually works?  What kind of connector does
the keyboard have (PS/2, USB, or something old and or weird)?

There are many different versions of the 11.04 installer.  If you
check Simon's link you will see the alternate install disk as well as
the server oriented .iso.  I doubt that any of the installers will
automatically handle a serial mouse as this is kind of hard to do.  It
is easy to forget how awesome USB is for peripherals like input
devices.
