According to the Cisco Feature Navigator (http://www.cisco.com/go/fn) you
can configure "IEEE 802.1Q VLAN Support" on a 2610-2613 with IOS 12.3(26) IP
Plus and above. Just for kicks I looked at the 12.1 train and it's suppored
the with the IP Plus and above feature sets.

So, I think it's safe to say that the 26xx series supports 802.1q if you're
using the correct feature set.  The correct feature set is anything other
than IP Base.
