But the rules require more.  The Rules require that all players be
allowed to join a contest.  Importantly in this case, I interpret that
as "the reasonable opportunity to join."  If you don't have a reasonable 
opportunity to decide whether to be bound by it, then you don't have the
reasonable opportunity to join.  My argument is the net effect of the
two rules, not either separately.
