Had to look it up.  You are right, I was wrong.  Need a concealed carry license 
which are issued by the Illinois State Police (the other ISP).  Good throughout 
the state including City of Chicago.  And it appears that Illinois does not 
recognize CCL’s from other states.

 

Looks like there might be a city ordinance on the books against high capacity 
magazines which has not been tested and probably would not stand up.  I suspect 
the city might make it difficult to open a gun store within city limits, but 
you would just need to go a few miles to find one, or to Wisconsin or Indiana 
where you can probably buy howitzers and ICBMs

I think the FOID is just to own a firearm.  I believe a permit is still needed 
to carry one in public.

As far as owning a gun in Chicago, I believe most of those rules are set by the 
state.  Illinois requires a FOID card.  I’m not aware of any prohibition 
against OWNING a gun in the City of Chicago.  I don’t believe open carry is 
allowed.  Concealed carry is allowed with a FOID card but prohibited in 
schools, bars and on CTA trains.  Business owners can post a state approved 
sign saying guns are not allowed in their establishment.  Bars 
(consumption-on-premises establishments) are required to post such a sign.
