I tend to disagree with that statment, I think the F/OSS world is the 
main user share that the game has, but that is probably not that important.

Is it possible to cross-build for windows? I know in Debian there is 
support to build w32 binaries, but I don't know how far the support extends.

I agree, this is the way it has been done in the past for some of the 
releases, and is the way to be done.
