Well ... you don't need to buy Visual Studio at all - I use Wix very successfully with the Visual Studio 2008 Shell that is a free download from Microsoft - this is just the Visual Studio IDE with no capability for C# VB etc etc - but all you are doing with WiX is editing and building WiX projects so you don't need that. Look for "Microsoft Visual Studio 2008 Shell" in the MS download site - you have a choice of "Integrated" or "Isolated" mode - I'm using "Integrated".
