I did the same. Works completely fine. Started WinXP SP3 VM. Installed Visual Studio 2008 Shell (integrated mode) Installed WiX v3.0.5308.0 Launched Visual Studio 2008 IDE from shortcut on Start menu. Clicked the "Create Project" link on the Start Page & I can see the WiX project types. Clicking OK in the Create Project dialog does what you'd expect.

So I am not sure why you are having problems with this.
