So, we got to the point when we should/must figure out how much are
both problems connected to each other.
Are we lacking man power to write the so necessary docs or do we have
them, it's just that a non production ready wiki set up is getting on
the way? Or maybe both problems exist.

I've always preferred a mature wiki software, but if for whatever
reason we use another solution I will not let that be a reason for me
not to help.
That being said, I would expect more people to be active in the
current wiki, despite whatever format it has.

If restructuredtext is a hard restriction I guess a good compromise
would be using it with existent wiki software
Moinmoin supports that apparently:

One more note on documentation. Massimo is the lead developer and
Copyright owner. That means he has the final decision on which path to
follow concerning official web2py documentation.

Now web2py is licensed with GPL 2. AFAIK, there is absolutely nothing
stopping a group of people from setting up unofficial documentation
nor stopping that documentation from becoming official one day. In the
last case if we can't reach an agreement a documentation split could
happen, I would not like this to happen, but i start to see it in the
horizon.
Personally I will choose to help whatever resource I believe can be of
more value to the community.

Francisco also hinted this particular concept of wiki:
