To override auto select:
When you launch the VNC Viewer, click on options button.  Then remove the
auto select check and make sure ZRLE is checked.

If you plan to use that setting all the time, you can save the setup so that
you don't have to set the options with each connect.

I don't know if it does not auto select under the circumstances you
describe, but I have a friend that dials up this way and it's not a bad
connection with a 56k modem.
