I find it interesting that so much misinformation accompanies each iOS release. Apple has not removed Hey Siri, you have the choice of using either, unless you go into the Siri settings and set it to just Hey Siri or turn it off completely. The statement at the end of the Siri setting says: iPhone will listen for “Siri” or “Hey Siri” at the beginning of requests. With certain headphones connected, “Hey Siri” is required.
