It is a bit easier to configure when CATALINA_BASE = CATALINA_HOME,
especially for automated installers as well as the "ZIP installer"
(aka just unzip into apache-tomcat-x.y.z directory).

If we added CATALINA_BASE ≠ CATALINA_HOME as default, the automated
installer would have to ask where to install Tomcat and also where to
install Tomcat's first deployment, which would be a bit confusing to
people. The ZIP "installer" would need to have apache-tomcat-x.y.z
plus something like "apache-tomcat-deploy" inside of it with Tomcat
defaulting to use that as CATALINA_BASE.

I don't see it working for novice users, and I don't see it working
for advanced users, either, because they already know what they are doing.
