Thank you for such a quick response. 

Personally I don't have much interest in Tomcat's Windows installer. I am more 
interested in the directory structure that you get from expanding 
apache-tomcat-nnn.tar.gz

I'm not sure that is any reason other than "it has always been that way".

It is something to consider for 9.0.x (work starting on that soon). An 
interesting question here is how smart should we / could we make the Windows 
installer?
