Of course they do! That's why ESP's exist - because bulk mailers get blocked and they turn to those that court the anti-spam markets. To get a handle on it, you only have to bad mouth any of them here, on a spam list or NANAE and watch them pop up in defence to smooth it all over. A truly clean company that always uses opt-in and never spams has nothing to fear from any anti-spam measure.
