Hi all.

One of our users ran into this issue. He has an external webcam. When he
selects the webcam for either his camera or mic, or both, he gets a message
"Camera/Microphone is busy and can't be used." He tried using both Chrome
and Edge, including turning off all extensions in both browsers.

He had been using the camera earlier with another system (Google Meet) and
it worked correctly. I had him completely shut down his computer, restart,
and then plug in the external camera. And it still didn't work. As far as I
can tell all of his permissions are correct within the browsers, and he
tried with two different browsers there must be something else telling his
computer that the camera is in use, even though it is not.

Any ideas on how we can fix this? Thanks in advance for your help! Dan
