1. Modified /etc/usplash.conf (xres=1024; yres=768) 2. Modified /boot/grub/menu.lst (vga=795 and then 792) 3. Performed rest of steps Results: 795 results in video error: "Undefined video mode number: 31b" "Press <ENTER> to see video modes ..." 792 results in expected usplash. I've also successfully used vga=0x0365 and xres=1400, yres=900. Adding fbcon to /etc/initramfs-tools/modules fixes the blank ttys bug (Bug 129910), and may confuse others trying to fix just this one.
