I can produce binaries, or teach others how to do so.  The only "special"
things I try to do for a release is full extracts and full builds using an
automated set of scripts (the Linux ones are posted at
http://oss.software.ibm.com/developerworks/opensource/jakarta/buildall.html),

using tagged versions of the relevant trees (ant, tomcat, tools,
servletapi, watchdog).

The only thing I can't commit to is to spend the time to track issues.
Editorial comment: it is amazing (to me at least) the number of people who
will only try out a release after it is "official".

Reguarding the original rant, I fully agree with Hans Bergsten's recent
posted opinions.
