Cisco enables a HUGE after market of used/refurb stuff that is guaranteed
compatible. Very low risk. I've dealt with these items and you can save 75%
of new on certain ones.

I've also dealt with 'guaranteed compatible' for non cisco gear and have
had good luck with it. E.g. amphenol cables for SFP+ DAC are very good and
cost less, keep the same specs, etc. Vendors usually don't have a problem
with that kind of well known but non-vendor-branded stuff. I can't speak
for Cisco in particular in this area.

We also have some relatively trusted 3rd party optics like:
Fluxlight (mostly 1g, many brand compatibility)
fiberstore.com (great selection)
robofiber (wide compatibility in telecom/OC-X/STM space)
