Note, a lot of french contributors are strongly involved in non-profit
organizations, which, in France, are governed under "1901" law ; meaning
that each member has one voting right ; that's rather complicated, but
we are used to practice ;
In this context, gouvernance is a subject we pay attention to.

fact, having recently been elected to the OSMF board, this whole
question of "who makes rules and how and why are they allowed to" is one
of my pet issues that I hope to work on.

However, working on answering all these question does not mean that in
the mean time, the French community can have their own rules while
everyone else doesn't. Until such time as a replacement is agreed upon,
the current import guidelines remain in force and this means that you
need a spearate account if you import any significant amount of data.
Did you ever heard of "participative management" ?
I mean that I am used to obey to rules when I do understand why,
technically, they reached the status of aventageous ; and when the
people giving orders show their ability to reuse and integrate feed-back
from workers.
By side, when I begin contributing ti osm, I easily found guidelines in
the french wiki, and follow them peacefully.
