Please check the archives of the talk-fr mailing list. This issue has led to multiple threads and hundreds of messages over the last few months. Almost all of them are opposed to and disappointed by the behaviour of the OSMF DWG; many of them question the legitimacy of your mandate to act on this issue.
In fact in a broader way, I see this as a DWG-vs-local-communities issue. If you are not able to understand that working with local community correspondants is a far better approach than threatening contributors in a language which they can be presumed not to understand; if you continue to ignore all requests for debate on issues of governance, then your behaviour is a serious obstacle to the reinforcement of local communities, and thus in my view a significant threat to the Openstreetmap project.
I have the impression that you are fighting a personal vendetta here because you were personally asked to follow the separate-import guideline, you rejected that, and you got blocked. Now it's ok if you're unhappy and you're free to say that, but in attempt at styling this into a "the whole French community is on my side, I have done nothing wrong" battle you are actually abusing the French community for your cause.
Neither of my OSM accounts have ever been blocked, as far as I can tell. If members of the French community feel they are being abused by me, they are sufficiently grown up to say so themselves.
Please address the substance of my message, instead of speculating on my motivations.
