For the physical ability to pass a locked gate I want to suggest a separate tag for*locked=yes* gates.
Something like:*bypass=*foot/bike/horse/motor_vehicle/... (where each implies the prior categories, because this is about physical width/height and not legal distinction) It could also be along the lines of*physical_access=*.... I am unsure about using the wordaccess <https://wiki.openstreetmap.org/wiki/Key:access> in the tag here, because its wiki page states clearly:
Access values describe *legal* permissions/restrictions
Generally, in my utopian dreams, there would be*acess:legal* and*access:physical*. But we have to deal with the fact that exists right now. My proposal is to find a word that describes "the ability to physically use/pass/access a way/object/node" concisely and possibly one-worded.*bypass* is only valid for gates, it would be desirable to have a general tagging scheme for physical access despite legal conditions. Ultimately,*locked *is a physical access tag, although not refined enough. I think this is becoming a discussion about which tags to use to refine the*locked=yes* tag. It would be wise to address the issue of a missing general physical access tag. But if this is over the top, i suggest to go with*bypass.* Other points: - I approve the idea of imposing a 2 min delay for routing on gates with explicit*locked=no* tag. - The wiki page of gate should be updated to mention the use of locked in more detail. Currently it is only displayed in the useful combinations section. As I am new here on OSM, please be patient with my utopian wish to change everything completely. So we need three properties: legal right of access, perhaps only needed on ways physical ability to pass a gate is the gate locked, and if so which modes does that apply to
