Isn't it normally to need a license and registration for any type of motor vehicle?
I've read that in Japan you even have to show proof of access to a parking spacing before buying or registering a car in the city. Are these golf cart permits only given out sparingly via a lottery system, rather than to anyone who requests one and pays the appropriate fee?
