The key "golf_cart" is currently in use for golf cart access restrictions. However, there is now a competing proposal to use golf=cartpath for golf cart paths, rather than highway=path or highway=service with golf_cart=designated.
Therefore, I've made a proposal for the key golf_cart, which also recommends using this tag on highway=path or highway=service, with golf_cart=designated or golf_cart=yes as appropriate. Golf carts should be defined to include all similar "neighborhood electric vehicles" with 2 tracks / 4 wheels, low top speed, defined differently legally than motorcycles or automobiles.
