I know of a couple of housing estates in our area (coincidentally, beside major golf courses :-)) that allow golf carts to be used on public roads, so long as they have the appropriate permit. So highway=residential + access=yes + motor_vehicles=yes + golf_cart=yes ? Thanks Graeme
