I am not so sure about this. Given that
it is :left :right suffix for cycleway tag it is not
surprising that some continued to use values
from cycleway tag.

Is it originally documented as open list,
inheriting cycleway values, excluding
some cycleway values, closed list
or left unclear?

If left unclear then I would not assume that
all agree with me.

Well, I see noticeable use of
opposite_lane in
https://taginfo.openstreetmap.org/keys/cycleway%3Aleft#overview
<https://taginfo.openstreetmap.org/keys/cycleway%3Aleft#overview>

And in general, Wiki documentation is missing many keys
and values, even ones used 10 000+ times.

So for

answer is "no".

In general, people unfortunately rarely
document mailing list discussions on wiki,
even in cases of a clear consensus.
What is quite weird, given that editing wiki has
usually much greater impact on tag usage
than commenting on mailing list.
